People tend to view "good speaking" according to their own perceptions and pasts. Arbitrary & irrelevant measures are often taken...did the speaker work without notes? Good job! The music that was played after the program was rousing, so nice speech! The speaker looked good in the close-up shot, so they are good! Perhaps because we're so over-loaded with incoming data, 24/7, we lapse into a lack of discernment about that which we'll sit through.
Pay attention to the content, to what you remember and take away from the event. If you felt nothing during the speaking, it's unlikely you'll have anything of use for the investment of your time. If there's nothing to hold on to, it wasn't good speaking, it was just a temporary distraction. The goal is to get your audiences' attention by virtue of your own respect for and focus on your message.
